The Republican State Institution «Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan» is the only higher educational institution with a special status, implementing educational programs for postgraduate education, providing training, retraining, and advanced training for judges and employees of the judicial system, as well as conducting scientific activities.
The Academy was established in accordance with the Decree of the President of the Republic of Kazakhstan dated February 18, 2016 No. 198 «On the formation of the Academy of Justice at the Supreme Court of the Republic of Kazakhstan». In accordance with the Decree of the President of the Republic of Kazakhstan dated July 5, 2001 No. 648 «On granting a special status to organizations of higher and (or) postgraduate education», the Academy was awarded a special status.
In accordance with the Decree of the President of the Republic of Kazakhstan dated June 10, 2023, from July 15, 2024, the Academy of Justice was officially transferred from the jurisdiction of the Supreme Court of the Republic of Kazakhstan to the jurisdiction of the Supreme Judicial Council of the Republic of Kazakhstan.
The Supreme Judicial Council is the authorized body responsible for the overall management of the Academy. The education, status and organization of the Academy’s work are determined by the President of the Republic of Kazakhstan.
The Academy’s mission
Ensuring effective training of highly qualified personnel for the judicial system of the Republic of Kazakhstan with deep theoretical knowledge, developed practical skills and high legal culture.
Goals and objectives of the Academy
The objectives of the Academy’s activities are to train personnel for the judicial system, as well as to retrain and improve the skills of judges and employees of the judicial system.
To achieve these goals, by Order No. 6 of the Chairman of the Supreme Judicial Council of the Republic of Kazakhstan dated February 11, 2025, the Concept for the Development of the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan for 2025-2027 was approved, the implementation of which will contribute to strengthening the educational, scientific, human and logistical potential of the Academy, effective training of highly qualified judicial personnel., corresponding to modern requirements and tasks of justice.
The Academy sets itself the following strategic objectives:
– improvement of postgraduate education programs;
– development of the additional education system;
– activation of the scientific component of the Academy’s activities;
– implementation of new approaches in the Academy’s personnel policy;
– improvement of the material and technical infrastructure of the Academy;
– strengthening the positive image of the Academy.
The main activities of the Academy:
Master‘s degree in 7M042 – Law, educational programs:
Doctoral degree in the field of personnel training 8D042 – Law (starting in 2025) – educational programs:
Professional development and retraining of current judges and judicial system staff.
Since September 2023, paid advanced training courses (for the legal community), preparation courses for the qualification exam for holding the position of judge, as well as preparation courses for admission to the magistracy of the Academy of Justice have been successfully launched.
At the initiative of the Supreme Judicial Council of the Republic of Kazakhstan, an online scholarship course (an intensive course for training potential personnel for the judicial system of Kazakhstan) was launched in April 2025.

Scientific life of the Academy
The Scientific journal «Bulletin of the Academy of Justice» has been published at the Academy of Justice since 2023. The Journal publishes scientific articles in various fields of legal science, judicial practice and judicial education.
The journal is registered with the Ministry of Information and Social Development of the Republic of Kazakhstan (hereinafter referred to as the Ministry), registration certificate No. KZ57VPY00065448 dated February 24, 2023.
On August 08, 2024, the certificate of registration for re-registration No. KZ06VPY00098570 was received due to a change in jurisdiction.
The scientific journal Bulletin of the Academy of Justice is registered with the Ministry as an online publication, registration certificate No.KZ71VPY00067233 dated March 31, 2023, certificate of registration No. KZ86VPY00098585 dated August 08, 2024.
The journal is a peer-reviewed scientific periodical without a fee. The magazine is published four times a year in print.
Based on Order No. 1187 dated July 14, 2025, the scientific journal Bulletin of the Academy of Justice was included in the list of publications recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan. The inclusion of the journal in this list indicates the recognition of its compliance with established scientific and academic requirements, and also underlines its importance as an authoritative platform for publishing research results in the field of law and judicial practice.
Articles are accepted through the new website of the journal https://vestnik.sta-jsk.kz, developed on the electronic platform Open Journal Systems (OJS). All materials are checked in the Anti-Plagiarism license program, which allows you to identify borrowings from publicly available sources and guarantee the originality of scientific research.
Each published article is assigned a Digital DOI (Digital Object Identifier), which ensures international citation and accessibility of publications in scientific databases.
On April 10, 2025, the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan issued a certificate of accreditation of the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan as a subject of scientific and (or) scientific and technical activities.
This certificate was received for the first time in the entire history of the Academy. The accreditation opens up new horizons for the scientific activities of the Academy and will provide an opportunity to participate in competitions of scientific, scientific and technical projects and programs funded from the state budget, international organizations and foundations, business and non-governmental foundations and organizations. The accreditation will contribute to the scientific and educational development of the Academy, as well as enhance the institution’s reputation in the scientific and educational environment both nationally and internationally.
International cooperation
The key areas of the Academy’s international activities are: exchange of experience and best practices in the field of legal proceedings, implementation of joint scientific and educational projects, participation in international forums, conferences, seminars, organization of international internships for undergraduates abroad, as well as participation in international educational and scientific programs.
The Academy of Justice is actively strengthening ties with similar foreign educational institutions that train personnel for the judicial system. We are constantly expanding our international network of partners. This makes it possible to improve educational programs, improve the quality of training and professional retraining of judges and employees of the judicial system.
Currently, the Academy cooperates with foreign universities and international organizations, including the University of Applied Sciences of Wismar/Germany, the German Public Association «F.Ebert Foundation», the Scientific and Educational Center of the Prosecutor General’s Office of the Republic of Azerbaijan, the Federal State Budgetary Educational Institution of Higher Education «Ural State Law University named after V.F. Yakovlev», Federal State Budgetary Educational Institution of Higher Education «Saratov State Law Academy» and others.
Educational activities
The Academy carries out educational activities on the basis of the state license №KZ44LA00007363 dated July 01, 2016. Educational programs are aimed at developing students’ professional competencies necessary for successful work in the judicial system.
The year 2025played a keyrolein the expansion of the Academy’s educationalactivitieswithin the framework of postgraduateeducation.
Since 2025, an educational program has been opened in the direction 7M04202 – Court and Justice (scientific and pedagogical master’s degree with a duration of 2 years) in the direction 7M042 – Law.
This program is aimed at training highly qualified scientific and educational personnel in the field of justice capable of contributing to the development of legal science and judicial education.
SinceJune04, 2025, the Academy has received an Attachmentto the licensetoengage in educationalactivities in thefield of 8D042-Law(doctoralprogram).
The training at the Academy is conducted full-time, using interactive methods, modeling trials, practice-oriented courses and involving active judges, teachers and international experts.
