Meeting with the UNHCR Regional Representative for Central Asia Held at the Academy of Justice
On 24 February 2026, the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan held a meeting with Mr. Mahir Safarli, newly appointed Regional Representative for Central Asia of the Office of the United Nations High Commissioner for Refugees (UNHCR). The meeting was also attended by Ms. Balzhan Oshakbayeva, UNHCR Assistant Protection Officer for Central Asia, and Mr. Meiram Rakhimbekov, UNHCR Protection Associate for Central Asia.
UNHCR representatives briefed the Academy’s leadership on the organization’s mandate and activities in the region, presented updated data on refugees, asylum seekers and stateless persons in Kazakhstan, and outlined ongoing educational projects and cooperation with universities.
The parties discussed prospects for practical cooperation, including the possible integration of selected UNHCR educational modules into judicial professional development programs, as well as the organization of guest lectures and thematic meetings for master’s and doctoral students. It was noted that such cooperation would contribute to deepening knowledge in the field of international law and standards for the protection of refugees and stateless persons.
The meeting was held in a constructive atmosphere. At its conclusion, the parties confirmed their mutual interest in expanding cooperation, which will strengthen the Academy’s international engagement and enhance its international reputation.
