Academy of Justice Participated in the International Scientific and Practical Conference “Notary in Mmodern society: constitutional guarantees and challenges of the time”

On June 19, 2025, the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan took part in the International Scientific and Practical Conference “Notary in Mmodern society: constitutional guarantees and challenges of the time”, dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan. The event was organized by the Republican Notary Chamber of Kazakhstan.
Welcome speeches were delivered by: Chairman of the Constitutional Court E. Azimova, Chairman of the Supreme Court A. Mergaliev, Chairman of the High Judicial Council D. Malakhov, Chairman of the Committee on Legislation and Judicial and Legal Reform of the Mazhilis of the Parliament S. Imasheva, Vice Minister of Justice B.Zhakselekova, and Provost of Maqsut Narikbayev University, Candidate of Legal Sciences, Associate Professor S Pen.
The conference was attended by international delegations of notarial chambers from the Russian Federation, the Republic of Azerbaijan, the Republic of Belarus, Hungary, the Kyrgyz Republic, Mexico, the Republic of Turkey, the Republic of Uzbekistan, and Montenegro, as well as representatives of educational institutions and notaries of Kazakhstan.
Participants discussed pressing issues concerning the development of the notariat in the context of legal system transformation, the protection of citizens’ constitutional rights, the digitalization of notarial activities, and the adaptation of the notarial institution to the challenges of globalization.
G.Takisheva, Coordinator for Research and International Projects at the Center for Academic Programs and Projects of the Academy of Justice, delivered a presentation on the topic “The Role of the Notariat in Improving the System of Justice Administration.”
In her presentation, the speaker emphasized the importance of the notariat as a key component of preventive justice, aimed at preventing legal disputes, reducing the burden on the judiciary, and ensuring legal certainty in civil circulation. She noted that effective notarial work contributes to strengthening public trust in the legal system and fostering a culture of lawfulness in society.
