On February 25, 2026, the Department of Philosophy at L.N. Gumilyov Eurasian National University hosted the presentation of the monograph «Legal Mentality: A Socio-Philosophical Analysis» by Toleugali Kairzhanovich Burbayev, Doctor of Philosophy and Professor at the Scientific and Educational Center for State and Legal Disciplines of the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan.

During the event, the author elaborated on the content of the monograph, its key scholarly findings, and the socio-philosophical significance of the concept of legal mentality. Issues of legal consciousness, culture, and social transformation examined in the study were also discussed.

The presentation was attended by faculty members, young scholars, and students and was followed by a substantive exchange of views. Participants asked questions and shared their academic perspectives.

The presentation highlighted the importance of research in the field of philosophy of law and its role in shaping legal culture and legal thinking.

The event was held at a high academic level and attracted considerable interest among participants.

Meeting with the UNHCR Regional Representative for Central Asia Held at the Academy of Justice

On 24 February 2026, the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan held a meeting with Mr. Mahir Safarli, newly appointed Regional Representative for Central Asia of the Office of the United Nations High Commissioner for Refugees (UNHCR). The meeting was also attended by Ms. Balzhan Oshakbayeva, UNHCR Assistant Protection Officer for Central Asia, and Mr. Meiram Rakhimbekov, UNHCR Protection Associate for Central Asia.

UNHCR representatives briefed the Academy’s leadership on the organization’s mandate and activities in the region, presented updated data on refugees, asylum seekers and stateless persons in Kazakhstan, and outlined ongoing educational projects and cooperation with universities.

The parties discussed prospects for practical cooperation, including the possible integration of selected UNHCR educational modules into judicial professional development programs, as well as the organization of guest lectures and thematic meetings for master’s and doctoral students. It was noted that such cooperation would contribute to deepening knowledge in the field of international law and standards for the protection of refugees and stateless persons.

The meeting was held in a constructive atmosphere. At its conclusion, the parties confirmed their mutual interest in expanding cooperation, which will strengthen the Academy’s international engagement and enhance its international reputation.

Master’s Students of the Academy of Justice Participated in an Off-Site Class at the AIFC Court and International Arbitration Centre

Master’s students of the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan took part in an off-site academic session at the AIFC Court and the International Arbitration Centre.

The visit was organized by the faculty members of the Research and Educational Center for Civil Law Disciplines – Y.O. Yegemberdiyev, T.B. Dossayev, and R.R. Sultanov – within the framework of the courses «Specific Features of Adjudicating Certain Categories of Civil Cases» and «Judicial Practice in the Application of Conflict-of-Law Rules in Private International Law».

During the visit, the participants were introduced to the legal status, jurisdiction, and procedural regulations governing the activities of the AIFC Court and the International Arbitration Centre. Representatives of the institutions provided detailed explanations of procedural mechanisms for resolving civil and commercial disputes, as well as the particularities of applying legal norms within an international financial jurisdiction.

Special attention was given to statistical indicators reflecting institutional performance. The students were presented with data on the number of applications received, cases considered, and decisions enforced in civil and commercial disputes, enabling them to assess the practical effectiveness of these institutions.

Studying the activities of the AIFC Court and the International Arbitration Centre enhances the theoretical knowledge of future judges and fosters a comparative understanding of different models of adjudication. The experience gained contributes to the development of professional competencies in the field of civil and commercial dispute resolution.

The Academy of Justice continues to promote practice-oriented education, ensuring the integration of academic knowledge and judicial practice.

Opening of an Intensive Legal Training Program for Judicial Candidates held at the Academy of Justice

The Academy of Justice under the High Judicial Council of the Republic of Kazakhstan hosted the opening of an intensive legal training program designed for candidates for judicial positions.

The intensive legal training is being conducted at the initiative of the High Judicial Council, in cooperation with the Supreme Court, the Academy of Justice, the Judicial Administration of the Republic of Kazakhstan, and the OSCE Programme Office in Astana.

The event was moderated by Yevgeniya Dzhanatovna Oralova, National Legal Issues Coordinator of the OSCE Programme Office in Astana.

Welcoming remarks at the opening of the training were delivered by Yerlan Zhumakhanovich Aytzhanov, Member of the High Judicial Council of the Republic of Kazakhstan; Assylbek Seilkhanovich Musralinov, Deputy Head of the Judicial Administration of the Republic of Kazakhstan; H.E. Ambassador Alexey Aleksandrovich Rogov, Head of the OSCE Programme Office in Astana; Kanat Kalkamanovich Mussin, Acting Rector of the Academy of Justice under the High Judicial Council, and Olga Sergeyevna Bektibayeva, Dean of the Higher School of Law at Maqsut Narikbayev University.

The objective of the legal training is to enhance the quality of preparation of judicial candidates, develop practical skills in legal analysis, argumentation, and drafting judicial documents, as well as to ensure comprehensive preparation for all stages of the qualification examination, from computer-based testing to interviews with members of the Qualification Commission under the Council.

More than 100 participants are taking part in the training, providing an opportunity to identify the most well-prepared and competitive candidates for judicial appointment.

Following the welcoming addresses, participants completed mock tests assessing their knowledge of legislation.

In addition, training sessions aimed at preparing candidates for the judicial qualification examination were conducted by S. Salimzhanova, representative of the High Judicial Council, as well as by professors of the Academy of Justice, K.K. Mussin, A.A. Biyebayeva, and R.R. Sultanov.

Online Advanced Training Course for Judges of Specialized Investigative Courts Concludes at the Academy of Justice

The Academy of Justice under the High Judicial Council of the Republic of Kazakhstan has successfully completed a two-week online advanced training course for judges of specialized investigative courts from all regions of the country.

The training sessions were delivered by members of the High Judicial Council, judges of the Supreme Court, judges of regional courts, faculty members of the Academy, as well as experts from national and international organizations.

The curriculum focused on key issues related to the authorization of preventive measures and procedures for their extension, the approval of investigative actions, the deposition of testimony by an investigative judge, and specific aspects of judicial review of the actions of inquiry bodies, investigation authorities, and the prosecutor’s office.

For the first time, the training program for investigative judges included new thematic modules, such as the basics of blockchain analytics in cases involving digital assets and cryptocurrencies, the use of artificial intelligence in judicial proceedings, and the application of AI in forensic examinations.

In addition, at the instruction of the Chairman of the High Judicial Council, Dmitry Mikhailovich Malakhov, the program included a theoretical module titled “Disciplinary Practice of the Judicial Jury,” aimed at strengthening judicial professional responsibility and ensuring consistency in the approach applied by investigative judges.

On 20 November, the TV channel “Atameken” aired a special episode of the program Interview on the topic “An Honest Citizen in Public Service as the Foundation of Public Trust.”

One of the leading national experts, Professor Tuleugali Kaiyrzhanovich Burbayev, Doctor of Philosophy and Professor at the Public Law Academic and Training Center of the Academy of Justice under the High Judicial Council, took part in the program.

During the interview, Professor Burbayev shared his views on who can be considered an honest citizen, what honesty means for a public servant, and how a conscientious citizen can be cultivated as a national value.

The speaker emphasized:

“In the era of globalization, every nation must protect not only its language and culture but also its values in order to preserve itself. One such value is honesty. If we, as a nation, do not cherish integrity, future generations will likewise fail to perceive it as an indispensable part of life.”

Professor also highlighted the role of the Academy of Justice, which places significant emphasis on moral education, the strengthening of spiritual principles, and the formation of high professional culture among future judges and public servants.

The Academy of Justice under the High Judicial Council of the Republic of Kazakhstan recently hosted a series of guest lectures delivered by members of the High Judicial Council. This initiative, proposed by the Chairman of the High Judicial Council, Dmitry Mikhailovich Malakhov, is part of a renewed approach to the professional training of future judges.

During the lectures, Council members shared their professional experience and highlighted key aspects of the development of aspiring judges. They provided master’s students with detailed insights into the professional skills required of modern judges, the expectations of competitive selection procedures, common mistakes made by candidates, and the qualities that define effective judicial performance.

The practical component of the lectures included concrete examples from judicial practice. Serving judges on the Council discussed real cases they encounter in their work and emphasized the importance of professional ethics, accountability, and appropriate conduct. This approach allowed master’s students to observe how theoretical knowledge is applied in practice and which qualities are most valued in the judiciary.

Council members also offered an analytical perspective on current trends in law enforcement, recent legislative changes, and key directions in the development of the judicial system.

On 19 November 2025, Professor A.A. Biebayeva of the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan, together with the third group of master’s students of the Academy, attended the ballet “The Fountain of Bakhchisaray”, performed at the “Astana Opera” theatre and based on the renowned poem by Alexander Pushkin.

The performance offered the master’s students an opportunity to immerse themselves in a profound artistic narrative built around themselves of love, jealousy, and tragedy, depicted through the juxtaposition of two contrasting cultures, the refined European world and the passionate Eastern realm. The master’s students expressed admiration for the ballet’s expressive choreography, the mastery and emotional depth of the performers, the rich orchestral accompaniment, and the impressive staging, costumes, and set design. The unique atmosphere of “Astana Opera”, the largest theatre in Central Asia and an architectural ensemble blending classical traditions with Kazakh cultural elements, made a strong impression on the attendees.

Such a cultural visits serve not only as a source of artistic enrichment but also play an important role in developing the aesthetic sensitivity and broad cultural outlook of future judges, contributing to their overall professional and personal development.

Thematic Dialogue on Judicial Protection of Human and Civil Rights and Freedoms in Criminal Justice

On 18 November 2025, the Scientific and Educational Center for Criminal Law Disciplines of the Academy of Justice under the Judicial Council of the Republic of Kazakhstan held a thematic dialogue platform “Ashyq Alan” on the topic “Judicial Protection of Human and Civil Rights and Freedoms in Criminal Justice” (moderated by the Director of the Criminal Law Academic and Training Center, Candidate of Legal Sciences Sembekova B.R.)

The dialoge brought together legal professionals representing various areas of legal practice, including: Judge of the Supreme Court of the Republic of Kazakhstan, M.Zh. Omarbekov; Professor Arstan Nokeshevich Akhpanov; Deputy Head of the Investigate Department of the Ministry of Internal Affairs of the Republic of Kazakhstan, Bauyrzhan Nursultanovich Abenov; Members of the High Judicial Council, Saltanat Serikzhanovna Zhunuspekova and Zhanat Anuarovna Ospanova; Attorney of the Almaty City Bar Association, Salimzhan Almuratovich Mussin; Professors of the Criminal Law Academic and Training Center, Ardak Alimkhanovna Biebayeva and Daniya Ganieyevna Kisikova.

Representatives of higher education institutions of Kazakhstan and the Russian Federation also took part in the discussion, including: Senior Researcher at the Law Enforcement Academy under the General Prosecutor’s Office of the Republic of Kazakhstan, Gulmira Galymovna Nubanova; Head of the Department of Law at Esil University, Askar Kadyrovich Kaliyev; Honored Lawyer of the Russian Federation and Associate Professor at the Faculty of Law of Tyumen State University, Viktor Ivanovich Morozov; as well as master’s students of the Academy of Justice.

The Acting Rector of the Academy of Justice, Kanat Kalkamanovich Mussin, delivered welcoming remarks.

The work of the thematic dialogue of lawyers “Ashyq Alan” was conducted at a high level, addressing problematic issues of law enforcement in the judicial system and developing proposals and recommendations aimed at improving the norms of criminal and criminal-procedure legislation.
