On April 10, 2025, the Supreme Court of the Republic of Kazakhstan hosted a meeting of the Scientific Advisory Council under the leadership of the Chairman of the Judicial Board for Civil Cases of the Supreme Court N.K. Sharipov, which was attended by judges of the Supreme Court, members of all sections of the Scientific Advisory Council, as well as representatives of government agencies.
The subject of discussion was the draft normative resolution of the Supreme Court “On Amendments and Additions to the Normative Resolution of the Supreme Court of the Republic of Kazakhstan dated May 14, 1998 No. 1 “On certain issues of the application of legislation on judicial power in the Republic of Kazakhstan”, prepared in connection with amendments and additions to the Constitutional Law “On the Judicial System and the Status of Judges Of the Republic of Kazakhstan”.
In her speech, Leyla Sultanovna Zhakayeva, a member of the Scientific Advisory Council, Doctor of Legal Sciences, Professor at the Scientific and Educational Center for State and Legal Disciplines of the Academy of Justice at the High Judicial Council of the Republic of Kazakhstan, noting the relevance of this regulatory resolution, drew attention to the need to clarify some of the rules explaining the specifics of bringing judges to administrative responsibility, in terms of initiation of disciplinary liability, as well as the content of materials submitted to the Judicial Jury.
