On November 20-21, 2024, Astana hosts the Ninth Expert Forum on Criminal Justice for Central Asia. On the sidelines of this event, the Judicial Administration of the Republic of Kazakhstan organized a round table on improving the mechanism of compensation for harm caused to victims of torture and cruel treatment, as well as their rehabilitation in accordance with the recommendations of the updated Istanbul Protocol and UN bodies.
The subject of discussion at the Round Table were proposals to improve national legislation developed by the Judicial Administration, the Prosecutor General’s Office and the Ministry of Internal Affairs of the Republic of Kazakhstan. The Director of the Scientific and educational center of Civil Law Disciplines of the Academy of Justice, E.O. Egemberdiev, took part in the discussion of amendments to the Civil Code regarding the inclusion of victims of torture and cruel treatment in the list of persons entitled to compensation for damage caused by illegal actions of the bodies of inquiry, preliminary investigation, prosecutor’s office and court. Professor of the Scientific and educational center of Criminal Law Disciplines A.A. Biyebayeva expressed her position on the issue of increasing the amount of compensation to victims of torture and cruel treatment within the framework of amendments to the Law of the Republic of Kazakhstan “On the Victims Compensation Fund”.
