On September 11, 2025, a guest lecture was held at the Academy of Justice under the High Judicial Council of the Republic of Kazakhstan. The lecture was delivered by Dr. Venera Abykhanovna Zhexembekova, Doctor of Political Science, Professor, and Head of the Department at the Institute of State History.

The lecture by Professor Zhexembekova was dedicated to the analysis of the Address of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, delivered to the people of Kazakhstan on September 8, 2025, titled “Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions through Digital Transformation.”

The event was opened by K.K. Musin, Acting Rector of the Academy, who delivered a welcoming address, emphasizing the importance of reflecting on the contemporary challenges outlined in the President’s Address.

The event was attended by the Academy’s graduate students, who were given the opportunity to explore the key ideas of the Address from the perspectives of political science and state strategy, which helped them deepen their understanding of the challenges of the digital age.

In her presentation, Dr. Zhexembekova highlighted that the strategic address outlines the key directions for the socio-economic and political development of the country in the context of the new digital reality. The central theme of the Address was large-scale digitalization and the integration of artificial intelligence technologies across all sectors of the economy and public administration.

The President emphasized the priority task of transforming Kazakhstan into a modern digital state within the shortest possible timeframe. To achieve this, a comprehensive set of measures was proposed – the adoption of a Digital Code as the legal foundation for digitalization, the establishment of the Ministry of Artificial Intelligence and Digital Development, the active use of big data and AI technologies in management processes, the development of digital assets, including the digital tenge and state crypto-reserve, as well as the launch of the Alatau City project – the first fully digital city in Central Asia.

Special attention was given to launching a new investment cycle and the modernization of industry, agriculture, transportation, energy, and utilities. The President specifically highlighted the role of citizens and entrepreneurs as the main drivers of digital transformation.

A significant portion of the Address was devoted to the country’s foreign policy. Kazakhstan continues to pursue a consistent multi-vector diplomacy, strengthening its relations with China, Russia, Turkiye, Central Asian countries, the United States, and the European Union.

The graduate students of the Academy showed keen interest in the lecture, actively participating in the discussion, and expressed their gratitude for the in-depth analysis of the key aspects of the President’s Address.
